       Brief Introduction: The Govt. Degree College, Rapur was established on 28.11.1984 by the then honorable Chief Minister Sri N.T. Rama Rao as a measure to bring Higher Eduction the door steps of poor and downtrodden people in this remote rural area, where Degree College was not there, was started in the premises of CVKN Govt. Jr. College, Rapur on shift basis with B,A.(HEP) and B.Com., (General) courses of humanities with due affiliation from S.V. University, Tirupati. 

     In due course a site was identified in the year 1985 and the land was delineation to the extent of 10.3 acres in survey no.1255 of Rapur Taluk and the present building was constructed in the land, inaugurated by the then honorable Chief Minister Sri N. Janardhan Reddy on 16.08.1992, presently the college is working in two sessions. 

     GDC, Rapur was originally affiliated to Sri Venkateswara University, Tirupati right from the inception, however during 2010-11, Vikrama Simhhapuri University, Nellore has annexed GDC, Rapur as one of the constituent colleges. 

      Though the sanction was given to start science courses during 2008-09, the administration could not mobilize funds for depositing affiliation fee, and now during current year 2013-14 it is fulfilled, finally  B.Sc., courses started. 

      The UGC has also recognized the institution under 2(f) /12(B )of the UGC Act 1956 and  funds started flowing under XI Plan for institutional development.  Though PG courses (M.A English, M.A. Telugu and M.Com.,) are sanctioned , students could not be admitted due to qualifying exam in PG CET and late communication, it is expected to get maximum number of sanctioned intake in 2014-15. 

       District Profile: The Nellore dt.  find mention in “Dongala Sani Epigraphy” of 1160 AD, the term “Nellu” in Tamil means Paddy and therefore the area is named after.  The Vikrama Simhapuri Region the oldest name of Nellore region was ruled by Pallavas. Cholas, Chalukyas, Kakatiyas, Vijayanagara and British rulers, the great poet Tikkana was hailed from  this area which known for cultivation of various crops.  Rapur is the oldest taluk from the regime of British which was housed one of the oldest High Schools established by them in the district.  Even after independence, there were no signs of steps taken towards starting of Higher Educationl Institutions.  Thus for the past 30-years, GDC Rapur occupied in the gap area of Higher Education imparting knowledge and moulding several rural students as teachers, Govt. employees, police and politicians.  GDC, Rapur has continuously recording the progress in the students performance, we are proud to say that the intake of students are marginal and below marginal in knowledge levels, however we have succeeded to train and mould them as useful citizen with Bachelors Degree is a boon to poor and neglected sector of the society, who were deprived of accession to Higher Education in the past.

Government Degree College, Rapur, SPSR Nellore District was established by Government of Andhra Pradesh in December 1984 in the predominantly backward, interior, rural town of Rapur 4 Km away, at Raviguntapalli village, hamlet of SPSR Nellore District to cater to the needs of the innately potential rural youth deprived of higher education.

                                                The College, under permanent affiliation to Sri Venkateswara University, Tirupati and presently affiliation is transferred to Vikrama Simhapuri University, Nellore offers four different under-graduate courses in Arts, Commerce and Physics/Computer Sciences with about 214 students on its rolls.

                                                During the last 30 years of its existence, despite the lack of ideal physical and infrastructural resources, the College has given its best to the students and offered an opportunity to many a hidden rural young talent to shine and prosper. The college was included under Section 2 (f) & 12 (b) of the UGC Act 1956 since 22-10-2010. The College and its staff have set continuous academic land-marks in terms of academic excellence and university results, which have been consistently higher than the other college averages in various courses. The College has yet to be accredited by NAAC.

                                                The potential achievements of the college are hampered by the unavailability of additional buildings, infrastructure, adequate equipment and limited student services, which have often necessitated large classes, combined classes, equipment sharing, limited library and extra-curricular activities. The problem is even much the more intense, considering obscene of opportunity to the poverty stricken and socially backward communities, i.e., SC, ST, BC and Muslim Minorities from which majority of students hail. With nearly 90% of the students coming from these communities and with crippling insufficiency of infrastructural resources, the college has not been able to perform at its potential best.

                                                The meager financial assistance offered by the Government of Andhra Pradesh till date has not fully met with the increasing needs of the college, compelling to limit the number of the admissions and to compromise on certain model quality standards. Lack of sufficient class rooms and equipment has thwarted the growth of the college. Better infrastructure and better facilities will help the college to offer and improve services to more students.

                                                In modern times, the concept of education has thoroughly changed. Once, it was only knowledge-based but, now education is skill-based also more so with the science departments. In this changed scenario, science/ computer department have to be equipped with latest machinery to be properly maintained. This would involve large amounts of budget from both State Govt. and UGC.

                                                Apart from, there is a health competition between the private degree colleges and Govt. Degree Colleges imparting quality education. To improve quality in education and attract large number of students to Govt. Degree colleges, the colleges would be required to use latest teaching and learning technology. For example, a topic taught with the help of a chalk and a black-board would be short-lived in the memory of students. The same topic which is taught with the help of an over-head projector or LCD/TV would last long in the minds of students. For this kind of quality education more funds are required. With the fast development in science and technology students expectations from the institute are high. With the introduction of computers, in all three year degree courses because they are highly job oriented, the demand for LCD computers with accessories is increasing. For each student joining in the college the college has to provide one latest computer and its accessories to attract the students and retain them for three year in the college. All this would throw financial burden on the college managements. As this is a Govt. College, the burden falls on UGC and State Government.

                                                Teaching Aids and Charts, Audio-visuals enhance the quality of teaching-learning in the class rooms and laboratories. For this purpose, for each department has to keep stock large number of teaching tools. The parents of students here are very poor and living below poverty line. They are not capable to meet the demand of donating funds to college for its development. Hence, UGC and State Government have to provide funds to this college, more than to other colleges located in cities and towns.

                                                To overcome these constraints and to offer more qualitative learning to the student community, the college deserves a very special financial grant under the Scheme Providing additional Assistance to colleges already covered under Section 12 (b) of the UGC Act 1956, from the University Grants Commissioner under XI plan.

  • The GDC Rapur got permanent affiliation from S.V. University, Tirupathi in the year 1992

  • B.Sc science courses were sanctioned in 2008-09 by the commissioner of colligate Education, AP,Hyderabad

  • UGC Recognition – 2(f) and 12(B) granted by UGC NEW DELHI in the year 2012.

  • B.Sc Traditional courses and P.G courses were also sanctioned by C.C.E, AP Hyderabad in the year 2013

  • Computer lab was commissioned with 20 Personal Computers with 24 hours backup sanctioned by C.C.E, AP Hyderabad in Dec 2012.

 

DETAILED PROJECT REPORT – ELIGIBILITY FACTORS

 

1.             Govt. Degree College, Rapur, SPSR Nellore District was established in the year 1984,  and was included under 2 (f) & 12 (b) of UGC Act on 22-10-2010.

 2.             The college is located in the backward area in SPSR Nellore District in Andhra Pradesh.

 3.             The college is also located in the SC/ST concentrated area catering to more than 50% of SC/ST students.

 4.             The students of the college hail from very poor families like agricultural coolies and crusher workers.

 5.             Being a backward region, no donors are available to donate funds for the development of the college.

 6.             The college is situated in the rural area – a village panchayat, Raviguntapalli of Rapur Mandal.
